How the bill is calculated
Residential electricity bills from KEPCO (Korea Electric Power Corporation) are calculated in the order below. This calculator follows the same order and rounding rules.
- Basic charge: a single amount for the tier your usage falls into.
- Energy charge: usage in each bracket is multiplied by its rate and added up (fractions of a won dropped).
- The climate & environment charge (₩9/kWh) and the fuel cost adjustment (₩5/kWh) are added to get the electricity charge subtotal.
- VAT of 10% (rounded to the nearest won) and the Power Industry Fund levy of 2.7% (rounded down to ₩10) are added.
- The billed amount is rounded down to the nearest ₩10.

- Rates for apartments on a single bulk (high-voltage) contract, and common-area electricity

Frequently asked questions
How are the residential tiers divided?
In other seasons, tier 1 is up to 200 kWh, tier 2 is 201–400 kWh, and tier 3 is over 400 kWh. In summer (July–August), the brackets widen to up to 300 kWh, 301–450 kWh, and over 450 kWh.
Why is the bill lower in summer for the same usage?
In July and August, tiers 1 and 2 are widened by 100 kWh and 50 kWh to allow for air conditioning.
What is the super user rate?
In summer (July–August) and winter (December–February), if you use more than 1,000 kWh in a month, ₩736.2/kWh applies to the usage above that.
What are the climate & environment charge and the fuel cost adjustment?
The climate & environment charge covers environmental costs such as renewable energy obligations and greenhouse gas emissions trading, at ₩9 per kWh. The fuel cost adjustment reflects fuel price changes each quarter; for Q4 2026 it's +₩5 per kWh.
Can I use this calculator for an apartment?
Yes, if your household has its own low-voltage contract with KEPCO. Apartments on a single bulk (high-voltage) contract use different rates and methods, so the amount on your maintenance fee bill may differ.
